Burke Mountain is one of the main places in Coquitlam to buy a townhome, and many of the ones for sale are new or still being built. The figures below show how many give a build year of this year or later.

That leaves you choosing between three kinds of purchase: a presale you buy before it is built, a new home ready to move into, and a resale home someone already lives in. They follow different rules for cancelling, tax, warranty and deposits, and those rules decide more of your cost than the finishes do.

Buying a Burke Mountain presale, step by step

    Get the disclosure statement and every amendment to it. The developer has to give it to you, and give you a reasonable chance to read it, before you sign (section 15 of the Real Estate Development Marketing Act).

    Read the deposit schedule. Find out how much is due and when, and who holds the money in trust.

    Sign when you are ready to use the next 7 days. You can cancel by written notice within 7 days of the later of signing and acknowledging the disclosure statement.

    Check whether you qualify for the first-time home buyers' GST rebate. The Canada Revenue Agency lets the builder credit it to you on completion.

    Look up the builder in BC Housing's New Homes Registry and note who provides the warranty.

    Before completion, walk through the finished home and list every defect in writing, with photos.

Reading the strata papers of a new complex

A new complex has little history. That makes each document you do get more important.

The budget and the strata fee
The first budget in a new building is an estimate. Compare the fee with similar complexes nearby, and ask what it pays for: insurance, landscaping, the contingency reserve fund (the complex's savings for big repairs) and any shared amenity.
Renting it out
Since November 24, 2022, a strata in BC cannot enforce a bylaw that bans or limits long-term rentals. Other bylaws still apply to you and your tenant.
Pets
Pet bylaws can still be enforced. Read the pet bylaw before you sign if you have an animal or plan to get one.
Parking
Coquitlam's zoning bylaw requires two parking spaces per townhouse, with no more than a third of them in tandem (one car behind another), and 0.20 visitor spaces per unit. Check that the garage fits your car with the door shut.
